I think that the appointment of special constables needs to be very carefully circumscribed. The situations in which such appointments may be made, the duration the appointments may be made for and the duties that may be undertaken must be quite limited. No "Massey's Cossacks" :-)

It is also quite important to note that we also need to be realistic. At this current point in time the police force simply does not have the man-power to be able to perform necessary community policing, and investigation. In fact, it is almost at the point where two separate entities need to exist; The Police, for law enforcement, and the Investigative Branch for investigation only - while it is true we have detectives, they are rather thin on the ground. Victims of various minor crimes and burglary will know exactly what I am indicating.

These recommendations are no different to what professionals who are members of the New Zealand Institute of Chartered Accountants CA College impose upon themselves. The question is, are NZ Police prepared to bring themselves to an equivalent level of perceived professionalism as other professions; and are NZ Police prepared to be even handed in maintaining their records?
