Response Priorities

Guidelines govern our behaviour in several areas;

a) Behaviour towards others

i) Property
• Breaches of behaviour here include burglaries, car theft
ii) Traffic
• Breaches of behaviour here include driving at excessive speeds, driving in a manner other than that which minimizes risk to others or property
iii) Drugs
• Breaches of behaviour here include non-violent drug crimes (where crime is committed to obtain resources for drug purchases)
• Low priority should be given to cases dealing with non-violent drug offenders unless they are a danger to themselves or others.
iv) Persons
• Breaches of behaviour here include stalkers, intruders, assaults, muggings

b) Behaviour towards other living forms


Alternative views

  • Unless the traffic section is moved to a different body than the NZ Police, burglaries, car theft, stalkers, intruders, assaults, muggings and any other violent behaviour take priority over ticketing speeding motorists, unless of course the speeding motorist is considered violent behaviour
  • Principles:
Society operates within broadly agreed guidelines. These guidelines govern our behaviour, and enable individual citizens to function within society without doing harm to other people, animals or property. Breaches of these guidelines should be dealt with in the most effective manner within an identified risk - benefit model, where a reduction in risk is considered to be beneficial overall without excessive expenditure. The risk - benefit model must explicity consider intangible risks and benefits.
